Basic Function

Under the direction of an administrator or manager, performs a variety of specialized responsible and technical payroll and administrative activities to ensure processing of the District’s payroll in a timely and accurate manner; performs administrative payroll activities related to statistical recordkeeping and manual and computer-assisted processes.

Representative Duties

1. Verifies, audits, edits, and initiates processing of assigned District payroll processes; verifies and validates information entered in the database that affects payroll generation. E

2. Identifies and resolves payroll discrepancies; ensures timekeeping data has been accurately entered into the payroll system; identifies and works with appropriate departments and management to resolve time reporting, funding, and/or coding discrepancies. E

3. Enters, updates, corrects, and adjusts data and performs necessary overrides of the payroll system as required to ensure accurate pay and accruals for the District. E

4. Establishes and maintains payroll records and files. E

5. Updates and tracks changes related to federal and state rules and regulations; updates and maintains payroll codes, retirement rates, and federal and state tax changes. E

6. Enters employee salaries, deductions, and tax information in the payroll system; enters direct deposit notes and notifies employees of direct deposit dates; receives, enters, processes, and notifies employees regarding wage garnishments; reviews, audits, and corrects records, as necessary. E

7. Performs specialized, technical, and lead functions in assembling, tabulating, calculating, verifying, and reconciling payroll and fiscally related information and data. E

8. Performs technical fiscal audit and monitoring operations related to one or more specialized payroll control functions. E

9. Assists in the revision, formulation, and implementation of improved payroll and record management systems and procedures. E

10. Coordinates and leads in classifying, posting, balancing, and verifying payroll records and transactions. E

11. Prepares payroll and fiscally related record analyses. E

12. Reviews, monitors, and verifies the accuracy and completeness of payroll transactions, records, and reports. E

13. Participates in internal and external audit processes and procedures; assists internal and external auditors as directed. E

14. Operates a personal computer, computer software programs and applications to perform a variety of payroll and administrative activities including word processing, database, and spreadsheet systems. E

15. Generates and prepares fiscal data and standard or ad-hoc reports and statistical payroll data; extracts, compiles, and analyzes data and information from a variety of sources; reviews, verifies, audits, and reconciles reports for accuracy and completeness; audits data, identifies discrepancies, and makes corrections as needed. E

16. Performs complex arithmetical calculations and verifies calculations for completeness and accuracy. E

17. Interprets payroll policies and procedures and provides accurate and timely information and assistance to management and employees; researches and handles daily inquiries from employees on a variety of technical payroll matters; assists departments with review and resolution of payroll issues. E

18. Interprets legal mandates, policies, regulations, and payroll operational guidelines to college management and personnel. E

19. Prepares or assists in the preparation of required state and federal reports. E

20. Performs a variety of clerical and administrative responsibilities in support of the department’s day-to-day activities and/or operations utilizing a variety of communication modalities including but not limited to answers and responds to phone calls, emails, text messages, and chat platforms; opens, screens, and distributes mail and correspondence; photocopies documents and requests duplication services; ensures maintenance and repairs of assigned work areas, facilities, or equipment; enters various requests for services from IT, Facilities, and Maintenance; contacts vendors for equipment service, when needed; follows-up with vendors to ensure satisfactory completion of requests; may perform simple repairs or maintenance to standard office equipment. E

21. Performs related duties that support the overall objective of the position.

Education and Experience

• High school graduate or General Educational Development (GED); supplemented by coursework or training in payroll accounting, auditing, and business practices and procedures; AND
• Three (3) years of responsible experience in general payroll record management, auditing, and report development involving manual and computer-assisted processes.
• Or, any combination of education and experience which would provide the required qualifications for the position.

Foreign Degrees

Any degree from a country other than the United States, including Canada and Great Britain, must be evaluated by an Evaluation Service prior to the closing date. Certification must be attached with copies of transcripts.

License Certificates/Credentials

• Possession of, or ability to obtain, a valid driver license.
• May be required to travel for various off-site meetings, trainings, conferences, and or events in support of the overall objective of the position.

Desired Qualifications

• Associate degree with coursework in accounting, finance, or related discipline.

Distinguishable Characteristics

The Payroll Technician is the entry-level classification within the Payroll Technician series. The Payroll Technician performs essential and routine responsibilities to ensure processing of the District’s payroll functions are completed in a timely and accurate manner. The incumbent performs standard payroll activities related to statistical recordkeeping, manual and computer-assisted processes. The Payroll Technician exercises limited independent judgement in the execution of the assigned responsibilities under general guidance of an administrator or manager and within well-defined and established guidelines.

The Payroll Technician is distinguished from the Payroll Technician II in that the latter is the journey-level classification within the Payroll Technician series. The Payroll Technician II performs specialized, technical, and moderately complex payroll and administrative activities to ensure District payroll is processed in a timely manner. The incumbent performs the essential responsibilities of the classification under limited direction and exercises independent judgement while following established policies and procedures related to the area of assignment. The incumbent performs the duties and responsibilities of the Payroll Technician I as a backup when needed.

PHYSICAL DEMANDS:
While performing the duties of this job, employees are regularly required to sit or stand for extended periods of time; talk or hear, in person and by telephone; use hands repetitively to finger, handle, feel, operate personal computers and other standard office equipment; and reach with hands and arms.

Specific vision abilities required by this job include close vision, use of both eyes, ability to distinguish basic shades and colors and the ability to adjust focus.

Employees are frequently required to walk and stand and occasionally lift up to 20 pounds.
