Job Description Summary
There is an exciting and rewarding opportunity to join Enterprise’s Impact & Evaluation (I&E) department within the Solutions Division of Enterprise Community Partners. We are hiring a Program Director to support our evaluation and impact assessment work. The I&E team conducts primary and secondary research and evaluation, provides expert guidance that informs program development and implementation, and measures the impact of Enterprise’s work. The Program Director will report to and work closely with the Vice President of Impact, Evaluation and Population Health.
The Program Director will have the opportunity to:
Lead equity-focused evaluations that use participatory and mixed-methods approaches to explore program outcomes, understand program effectiveness, and identify lessons learned.
Serve as a thought partner for internal and external partners to help them apply an evaluative lens to all aspects of their work—from program
development to implementation to measuring and understanding impact.
Collaborate with colleagues who share a dedication to the mission of Enterprise and a commitment to equity, curiosity, and the potential of evaluation to effect meaningful systems change.

Job Responsibilities
- Design and manage aspects of mixed methods evaluations and other related research projects, including evaluation planning and research design, data collection and analysis, quality assurance, synthesis of analytical findings, and presentation of actionable recommendations.
- Incorporate the principles and practices of participatory and equitable evaluation into the design and implementation of evaluations and other research initiatives.
- Support project management activities on assigned projects, including project budgeting, development and implementation of project work plans, management of project workflow, and maintaining client relationships.
- Prepare evaluation reports, case studies, white papers and other written materials and tools that support efforts to effectively communicate evaluation findings to a variety of internal and external audiences in a way that bolsters future program delivery and broader field-building efforts.
- Synthesize qualitative information to identify key themes and findings that shape evaluation results and actionable recommendations.
- Contribute to proposal and grant writing, new project scoping and budget development.
Qualifications
- Undergraduate degree required in evaluation, city planning, public policy or a related field that emphasizes analyzing and interpreting both quantitative and qualitative information.
- Minimum of 6 years of professional experience evaluating social programs using qualitative and quantitative data collection and analysis methods (e.g., survey design and implementation, interviews and focus groups, content and theming analysis, cost benefit analysis, analysis of administrative data, etc.). Advanced degree may substitute up to two (2) years of experience.
- Experience in consulting or a similar client-focused environment that involved supporting multiple projects simultaneously.
- Experience leading the design and implementation of mixed-methods evaluations, including the development of research questions, data collection instruments, qualitative coding schemes, data analysis plans, and presentation of findings.
- Demonstrated ability to analyze and synthesize complex and varied information from multiple sources (e.g., surveys, stakeholder interviews, secondary data sets) to identify important themes and learnings that can be applied in other contexts.
- Strong organizational and project management skills, with the ability to successfully work on multiple time-sensitive projects simultaneously and with minimal supervision.
- Curiosity, critical thinking and creative problem-solving skills, a passion for equity, and excitement about sharing new skills and knowledge.
- Preferred experience with participatory evaluation methods.
- Excellent written and verbal communication skills, including experience in writing evaluation plans, research reports, issue briefs, client-facing presentations and related work products.
- Proficiency with Excel required. Experience with NVivo, Dedoose, Qualtrics or other qualitative analysis software is desirable.

The base salary for this role is $90,000 to $10,000, depending on level of skills and experience.
The salary range for this position is represented by the low and high end of the range for the amount to be paid for the position. Salaries paid at Enterprise will vary based on factors that may include skills, education, location, experience, and performance.
