General Job Description

*The Human Resources Representative I provides coordination and administration for a wide variety of Human Resources related functions, which may include benefits administration, leave of absences, safety, training/development, recruiting, wellness, HRIS, employee communications, file maintenance, audits, reporting, and special projects. Participates in both short and long-term planning and embraces continuous improvement for both programs and processes. Provides program and project administration for human resources initiatives while developing project management skills. Frequently interacts with all levels of employees, providing excellent customer service in an educational and advisory role. An incumbent in this position must be able to multi-task and be flexible to meet changing priorities in a fast-paced, high-workload environment.

Job Roles

*Assists in administering one or more Human Resources programs under general supervision, including (but not limited to), Benefits, Leave of Absence, Safety, Training/Development, Recruiting, Wellness, HRIS, Employee Communications, File Maintenance, Audits, and Reporting. Includes employee education/training, employee enrollment and changes, creating and conducting group presentations, serving as a liaison between employees, carriers, and vendors, and providing input into the decision-making process.

*Assists in the creation, review, and distribution of employee communication materials, ensuring timeliness, accuracy, and audience-appropriate messages. Oversees and coordinates with third-party vendors to ensure timely and high-quality communication materials.

*Efficiently manages work flow and deadlines, assists with short and long term planning, makes policy and program recommendations, and supports new approaches, policies and procedures to support continuous improvement and LEAN activities in both department efficiency and services provided.

*Performs reporting and analysis of human resources data. Creates both routine and ad-hoc reports that are audience appropriate, timely, and accurate.

*Provides excellent customer service to internal customers and external vendors; resolves issues and serves as point-of-contact for employees, managers, and executives.

*Reviews materials and procedures to verify compliance with company policies and state and federal regulations as they relate to benefits, leave of absence, safety, training, recruiting, and other HR areas.

*Consults with supervisor when issues are noted.

Education/Certifications/Licenses/Registrations

*2 years of experience in Human Resources preferred.

*Ability and means to travel as needed in a timely manner within San Diego County. DRIVER REQUIREMENTS: Requires an active Class C California driver's license, proof of liability insurance at $100,000, on vehicle used. No more than 2 points in past 12 months; No suspensions in last 2 years for moving violations; No DUI, reckless or felony Driving within 5 years. No license revocation in 7 years.

*Bachelor's degree in Human Resources, Business Administration, Communications, or closely related field required.

*Or equivalent combination of education and experience that provides the skills, knowledge and ability to perform the essential job duties, and which meets any required state or federal certification requirements.

Experience/Specialized skills (including Language)

*Ability to multi-task, be flexible, ensure accuracy, and meet changing priorities in a fast-paced, high-workload environment.

*Basic analytical skills and ability to create useful, actionable reports from data.

*Basic knowledge of state and federal laws and regulations relating to Human Resources.

*Basic knowledge of the policies, procedures, and best practices relating to Human Resources.

*Basic project management skills, including ability to plan projects, forecast time required, organize internal and external resources, and ensure project meets deadlines.

*Bilingual (English/Spanish) preferred.

*Demonstrated ability to maintain good working relationships with employees, coworkers, and departments.

*Intermediate interpersonal and customer service skills.

*Intermediate organizational skills, attention to detail, time-management skills, and strong motivation to meet deadlines and achieve goals.

*Intermediate skills in computer applications and software, including MS Excel, Outlook, Word, VISIO, and Publisher. HRIS experience may be required depending on the specific duties.

*Intermediate written and verbal communication skills.

If you are hired at Family Health Centers of San Diego, your final base salary compensation will be determined based on factors such as geographic location, jurisdictional requirements, skills, education, and/or experience. In addition to these factors - we believe in the importance of pay equity and consider internal equity of our current team members as a part of any final offer. Please keep in mind that the range mentioned above is what we reasonably expect to pay for the role. Hiring at the maximum of the range would not be typical in order to allow for future and continued salary growth.
