Essential Job Duties

The District Extension Director (DED) provides leadership to each county in the assigned district while under the supervision of the Assistant Director of NCCE and with the County Operations Team, the State as a whole.

Responsibilities include, but are not limited to:
  • Provide strong, visionary, and progressive administrative leadership to the district on behalf of the total organization.
  • Provide leadership to field faculty and staQ to develop, deliver, and evaluate exceptional, comprehensive educational programs that address NCCE’s priority program areas of agriculture, food systems, and 4-H youth development, family and consumer sciences and community development, as identified by the citizens, the counties, and the University collectively through extensive needs assessment and program planning methodology.
  • Ensure that programs are available to all interested persons in accordance with applicable equal opportunity/civil rights laws and best practices. Ensure that all employees, volunteers, and citizens are provided access according to civil rights laws and best practices.
  • Extensive personnel management responsibilities for recruiting, developing, supervising, and evaluating each County Extension Director (20-25 in each district), who in turn supervise the
    county staQ members. Engages in staQ development, coaching and employee relations to ensure excellent personnel management. Provides extensive support to county field faculty in the promotion process.
  • Responsibility for the University portion of the County Operations budget for each oQice within the district, including salary, travel, and other operating budgets.
  • Supervise one District Business Coordinator who supports the DED and District, as well as is responsive to the other DEDs/County Operations Team and the Associate Director.
  • Supervise Area Specialized Agents within the district.
  • Work collaboratively with county partners (County Managers, Boards of County Commissioners, etc.) and State Advisory Council members.
  • Work eQectively as part of the County Operations Team, along with colleagues in Organizational Development, Program Leadership, Information Technology, Personnel and Regional Program Leaders from NC A&T State. Will be assigned organizational projects that solve issues and/or advance strategic priorities.

This position is located in Raleigh, NC (Northeast District).

Other duties as assigned by the Associate Director of NCCES, Director of NCCES or Dean.

Minimum Education and Experience

  • Master’s degree in a related Agriculture and/or Life Sciences or an appropriate Extension-related discipline is required.

Other Required Qualifications

  • Significant successful professional experience in Cooperative Extension.
  • Significant successful professional experience in educational program development (needs assessment, development, delivery, evaluation) in one or more of Extension’s core program areas.
  • Significant successful professional experience in financial management, employee recruitment, supervision, training, coaching and recognition/motivation, and other aspects of public administration.
  • Demonstrated leadership skills and experience, excellent verbal and written communication skills, a commitment to varying backgrounds and experiences, and the ability to work effectively with and through others.
  • Ability to travel extensively throughout the State, with frequent overnight stays and occasional weekend travel/work required.
  • Substantial knowledge and understanding of the Extension organization, operation, philosophy, and strategic objectives.
  • Demonstrated abilities in the areas of planning/project management, organizing, budgeting/financial management, personnel management, motivating employees, team building and project management.
  • Exceptional, proven competency in interpersonal relationship skills, including the ability to eQectively relate to and communicate with staQ, faculty, elected oQicials, colleagues, and the public.
  • Knowledge and proficiency in the use of technology to support program delivery, training, and staQ development.
  • Demonstrated knowledge and experience in at least one core program area of Agriculture, Natural Resources, Youth Development/4-H, Community Development, and/or Family and Consumer Sciences.
  • Ability to interpret and enforce University policy and best practices in a variety of areas, including personnel and financial, conflict of interest, volunteer management, program liability.
  • Strong work ethic, independent responsibility, attention to detail, dependability, and follow-through.

Preferred Qualifications

  • Doctorate and/or terminal professional degree in a related Agriculture and/or Life Sciences or an appropriate Extension-related discipline.
  • Significant successful professional experience in public administration, preferably in a higher education/land-grant university Extension program.
  • Significant successful professional experience in educational program development (needs assessment, development, delivery, evaluation) in one or more of NCCE’s core program areas.
  • Successful record in public administration and interaction with local government and public agency officials.

Required License(s) or Certification(s)

  • A valid drivers license is required for travel. NC drivers license required within 60 days of hire and must be maintained.
