About the Department

The Office of the Chancellor is responsible for the organizational advancement of North Carolina State University. As the Chief Executive, the Chancellor provides strategic leadership for North Carolina’s largest public university, enhancing NC State’s position as a preeminent technological research university. The Chancellor’s Office serves as the focal point to develop and administer university-wide plans, programs and initiatives and to communicate with a variety of constituents, including but not limited to the Board of Governors (BOG), NC State Board of Trustees (BOT), as well as faculty, staff and the university community. The University’s 14th Chancellor, Dr. Randy Woodson has established a reputation for consensus building throughout his extensive, 30-year career in higher education. As his support staff, Chancellor’s Office personnel are expected to set the example regarding professionalism and customer service. Successfully navigating this fast-paced and often politically sensitive environment requires excellent judgment and thoughtful perception.

Essential Job Duties

The Business Officer reports to the Chief of Staff and is responsible for the financial, human resources and office administration of the office and works closely with the reporting units on budgetary, financial and personnel-related matters. These units include: Internal Audit Division, Kenan Institute and Park Scholarships.

Financial and Budget Management: The Business Officer will work with the Chief of Staff regarding budget planning and management, and provide support on budgetary decisions. This position will be responsible for all financial transactions to include purchasing; management/oversight of accounts and providing reports as needed; oversight of financial processes such as PCard transactions and reconciliations; voucher payments, travel processing and reimbursements; serving as the liaison with various university offices (i.e. Budget Office, Human Resources, Facilities, Purchasing), to ensure appropriate handling of budget and financial transactions.

Human Resources/Personnel Administration: The Business Officer serves as the human resources/personnel administrator for the chancellor’s office and reporting units, and works closely with the Chief of Staff on personnel issues. This position will manage all processes related to job actions, PeopleAdmin actions, position management, process quarterly vacancy reports and other HR related items (EHRA/SHRA performance management, WolfTime leave requests, timekeeping for student workers, etc.).

Minimum Education and Experience

  • Post-baccalaureate credentials plus 1-2 years experience; a bachelor’s degree and 2-4 years experience may be substituted for the advanced degree.

Other Required Qualifications

  • Strong knowledge and relevant experience with NC State University systems and processes is preferred, in order to successfully perform the responsibilities of the position
  • Experience with PeopleSoft Financials, or similar systems, and other financial-related actions
  • Experience with Human Resources systems
  • Must possess a high degree of problem solving abilities and customer service skills
  • Must have the ability to read, understand and apply federal, state and university law/policy to a variety of situations when making complex decisions
  • Exemplary communication skills, both written and verbal, are a must since interpretation and communication of complex laws, policies, and regulations to various levels of campus employees is critical
  • Demonstrated experience with budget management, accounting, or a related area
  • Experience with business and office operations
