About the Department

Enterprise Application Services (EAS) is in the Office of Information Technology (OIT) division at North Carolina State University. EAS is responsible for the design, implementation, operation, enhancement & maintenance of the University’s enterprise business applications. This includes: development, operation & maintenance of all enterprise administrative systems (Advancement, Financials, HR, Portal and Student Information Systems, REPORTER, etc.), configuration management, maintenance, enhancements, and application integration.

Essential Job Duties

The primary purpose of this position is to develop and maintain the HR system. This position focuses on the Position Management module. This person is responsible for working with the IT Managers, Project leads, Team members and Functional Offices in order to implement advanced, highly complex software solutions with minimal supervision.

Overall Responsibilities:

The ITAP III is an expert in functional business process analysis and advanced technical solution development and uses this expertise to implement advanced and highly complex software solutions with minimal supervision. This position works with the IT Manager, Project Lead, Team Members, and Functional Offices in order to: evaluate change requests; define functional or technical specifications; develop application code and system integrations; develop and execute unit, system and load test plans; migrate code; provide production support; and perform system maintenance. As a senior team member, this position also provides senior-level technical or functional guidance and support to more junior members of the team and regularly provides functional and/or technical decision-making with broad and often institution-wide impacts that affect assigned and other systems, students, faculty and staff. This position may also lead initiatives of moderate to high complexity and is expected to interact with leadership positions in customer units to ensure that developed solutions align with business needs.


The types of projects assigned to an ITAP III include working independently to:
  • Design and develop upgraded business processes.
  • Determine the complexities of technical processes and turning new functional requirements into seamless business process updates.
  • Evaluate technical platform requirements for moving and upgrading applications from one platform to another.
  • Determine the complexities and requirements needed to implement new application modules/processes.
  • Review technical design and installation options to minimize business process disruption.

Mistakes by this position can cause system outages and delays and data integrity issues for all campus customers that use the HR Systems, causing potentially high-value financial or reputational impact to the University. Errors could result in situations such as payroll being delayed or calculated incorrectly, time keeping reporting issues, benefits remittance errors, or non-compliance with regulatory requirements, risking reputational damage, or over/under payment. Poor decisions or planning could lead to campus-wide degraded business operations.

Technical Solutions Development Responsibilities
Serve as a senior member of a team of application analysts and/or programmers to:
  • Design, build and/or implement practical, cost effective business solutions. These solutions must seamlessly integrate within a technically complex enterprise system that has broad and institution-wide impacts.
  • Research and/or develop new technologies and keep abreast of new technologies to evaluate feasibility for organizational needs.
  • Assist management in translation of organizational technical goals into operational plans.
  • Interpret complex/highly complex business processes and technological functions and provide input to management and customers on the appropriate resource and technology for automated solutions.
  • Ensure that application development efforts align closely with business requirements, from design to delivery, and that applications are user friendly, scalable, secure, and can be efficiently maintained once deployed.
  • Develop, execute, document appropriate test plans (e.g. unit, system, and load testing) and participate in resulting issue resolution.
  • Maintain a thorough knowledge of the assigned applications’ technical and functional capabilities and weaknesses.
  • Work effectively across customers, and technical teams to understand and communicate requirements, status updates, issues, problems, and solutions with a focus on more detailed, “closer to the ground” issues.
  • Promote positive team relationships and mentors technical team members to ensure team knowledge transfer and growth.
  • Lead complex technical efforts such as upgrades and the implementations of new modules or functionality.
  • Use persuasion and negotiation to build cooperation and consensus towards decision.

Planning and Organizing Responsibilities
  • Aid in long-term project planning for large and complex/very complex research/development projects.
  • Prepare and maintain project plans for tasks that encompass the entire software development life cycle (SDLC) within assigned technical areas.
  • Maintain an expert knowledge of the SDLC at NC State University combined with outstanding organization and communication skills.
  • Maintain a deep understanding of software development project management methodologies and tools (Microsoft Project, QuickBase, SmartSheet, etc.) and a thorough understanding of project expectations and procedures.

Technical Support Responsibilities
  • Apply knowledge and skills to troubleshoot complex/very complex problems and provide timely resolution.
  • Complete detailed analysis and solutions development, regression testing, performance testing and quality assurance testing in an accurate and timely manner.
  • Develop and maintain technical documentation such as technical specifications and code documentation and communicate status in a timely manner to stakeholders.
  • Prepare accurate and complete migration requests. Understand and follow EAS development and change management standards.
  • Provide guidance to other team members for issues as requested.

Customer Service Responsibilities
  • Promote positive customer relationships to ensure customer satisfaction.
  • Establish a positive and proactive relationship by demonstrating ownership and knowledge of customer business processes and issues.
  • Lead efforts with customers to define requirements, test, implement solutions, and respond to problems and issues in a timely and effective manner for complex initiatives.

This position will be based out of our Raleigh, NC office with flexible, hybrid work arrangements. This position is not eligible for out-of-state remote work.

Minimum Education and Experience

  • Masters degree with 2-4 years of relevant experience OR
  • Bachelors degree with 3-5 years of relevant experience OR
  • An equivalent combination of education, training and relevant experience

Other Required Qualifications

  • Enterprise System support experience for the following HR System modules: Workforce Administration and Position Management.
  • Ability to interpret and write SQL statements.
  • Ability to work with various levels within customer and IT organizations (including senior management) and to manage multiple concurrent projects.
  • Ability to balance immediate and long-term priorities to meet critical objectives while considering the impact of those decisions and activities on the ability to achieve long-term goals.
  • Excellent verbal and written communication skills in both technical and non-technical subjects including the ability to communicate effectively at all levels of the organization.
  • Strong project management, organizational and time management skills with the ability to manage project work and support tasks concurrently, to manage large and complex projects, to assist management with task assignments, and to take initiative in the development and completion of projects.
  • Excellent problem-solving, analytical and evaluative skills with an ability to resolve complex, difficult technical issues at the macro level.
  • Ability to persuade other decision-makers, make frequent presentations at customer meetings and correspond in writing and verbally to people at staff and management levels of the university.
  • Ability to follow general industry best practices for business analysis and business process improvement.

Preferred Qualifications

  • Experience with PeopleSoft is preferred but experience in other ERP systems will be considered.
  • Proficiency in navigating PeopleSoft Application Designer for research into pages, fields, tables, etc.
  • Ability to read and understand PeopleCode, Application Engine, and SQR source code as needed.
  • Working knowledge or familiarity of other PeopleSoft functionality such as Component Interface, Workflow (AWE), Activity Guides, and integration options such as Component Interface and Web Services.
  • Experience with PeopleSoft HCM Profile Management functionality (9.2).
  • Experience with Oracle RDBMS.
  • Knowledge of relevant technical standards such as OIT change management/source control, Section 508 (accessibility), NC Records Retention and Disposition Standards, NC IT audit standards and any applicable federal data protection standards (FERPA, HIPAA, ISO 27002, NIST 800-53, etc.).
