We are ranked as one of Computerworld's Top Places to Work in IT six years running, and we are seeking a Group Supervisor to provide leadership, vision, and strategic mentorship to all functions of the Classified IT Compliance Group within the Information Technology Services Department (ITSD). This group provides oversight and ensures compliance of hundreds of information systems (security plans).

As the Classified IT Compliance Group Supervisor you will…

Lead and mentor a group of over 30 accomplished security experts in the compliance oversight of hundreds of classified information systems and related contractor and government networks. Services include ensuring compliance and accreditation with DoD collateral and multi-agency SCI/SAP regulations through execution of the Information Systems Security Manager (ISSM), compliance support and IT audit functions.

 

Support APL IT and security leadership by leading the IT component of regular in-house security compliance reviews with the goal of improving compliance and audit posture. Service ownership duties include: service definition, ensuring high quality service delivery and operational performance, ensuring/ improving (internal) customer satisfaction, marketing/ promoting services, providing related training.

 

Ensure security documentation and ATOs are properly submitted to the appropriate authorities to maintain continued operation of information systems and networks. Build relationships with government counterparts to ensure APL’s compliance activities are driven properly. Advocate on behalf of program needs with regulators on the compliance requirements of new technology or any other areas open to interpretation. Work with business units to ensure compliance of all program-related business unit equipment and networks.

 

Work closely with the IT Strategy Team (direct reports to the CIO and peer supervisors) to develop and implement department-level strategy and objectives; ensure success of critical department projects and initiatives; ensure a positive work environment and sustain a culture of excellence. Work on enterprise initiatives, as required, especially in support of innovation and collaboration at the Applied Physics Laboratory.

 

Recruit, develop, and oversee a diverse and highly skilled workforce with expertise in the core technical areas of the Group.  Define expectations, coach performance, administer salary actions, and provide professional development. Identify and develop key talent for future leadership roles.

 

Track the Group's budget to ensure spending is within targets. Ensure effective execution of tasks within the Group while managing workload and coverage. Define, negotiate, and track Group level overhead and capital funding allocations and office space. Work closely with the Program Management staff to forecast and track resource needs and ensure the cost effectiveness of the Group’s work.

  

Work with a classified services strategy team to develop and maintain a vision and strategy for Classified Services, consistent with the Department and Laboratory strategies and objectives. Develop and maintain strong, effective working relationships across the Department and Laboratory. Maintain an environment of continuous improvement within the group.


Qualifications

You meet our minimum qualifications if you…

 

Possess a Bachelor's degree in Information Systems, Information Security or related field, or equivalent years of professional IT work experience.

 

Possess 10 years of DoD security compliance experience related to IT systems and networks with at least 5 years in management/supervisory roles of classified networks and systems.

 

Have a strong working knowledge of the National Industrial Security Program Operating Manual (NISPOM) and the Defense Counterintelligence and Security Agency (DCSA), Defense Information Systems Agency (DISA), Joint Staff Special Access Program Implementation Guide (JSIG), Intelligence Community, Risk Management Framework (RMF), NAVSEA/other U.S. government inspection processes and policy requirements.  

 

Have experience as an Information Systems Security Manager (ISSM) or Information Systems Security Officer (ISSO).

 

Have strong demonstrated skills in: leadership, strategy, organization, and planning, with the ability to establish relationships and effectively interact with all levels of staff and management. Possess strong communication skills, both oral and written and strong customer interaction skills.

 

Have experience with hiring, training, performance management, and coaching staff.

 

Have a proven track record of successfully leading and motivating teams in solving complex problems.

 

Possess a current CISSP or equivalent DoD 8570 IAM Level III Certification or the ability to obtain within 6 months of hire.

 

Hold an active TS security clearance with the ability to obtain an SCI and CI Polygraph. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

 

Are willing and able to work occasional weekends and other after hours work to handle and/or complete critical project/work-related business needs.

 

 

You go above and beyond our minimum qualifications if you…

 

Possess a Master’s degree in Information Systems, or related field.

 

Have prior experience as a line manager at the Director level.   

 

Have experience with Network Management, System Administration, Help Desk, Information Security, and related technical support tools.

 

Have experience as a Program Manager; experience with matrix management, and managing projects involving at least 10 people.

 

Have experience with ITIL (pref. certification), Service Management, and Operations Management.

 

Have experience with and proven track record of successfully passing Cyber Command Readiness Inspections (CCRIs) for DoD networks.

 

Have experience managing a multi-million dollar budget.
