We are seeking a proven leader to be the deputy of an analysis group focused on the intersection of emerging technology with policy, adversary considerations, and operational decision-making. This group of 60 analysts has a wide range of diverse backgrounds and disciplines, and works within a dynamic environment across national security challenges. 

 

Our studies and analyses range from rapid response up to significant multi-year efforts for senior government decision-makers. As the AGS for JCA, you will be responsible for supporting the Group Supervisor in providing analytical leadership, career development, and administrative oversight for the group. The analytic team draws on a range of analytic approaches, including case studies, gaming techniques, and analyses of operations to examine existing and in-development systems and their operational uses and strategic impacts. Their analyses leverage an in-depth understanding of current operating environments, force structures and organizations, readiness and force capabilities, current and future programs, as well as current and proposed concept of operations, and operational plans.

 

As the JCA Assistant Group Supervisor, your responsibilities will include...

  • Developing task assignments and staffing plans.
  • Guiding and overseeing the selection and/or development of appropriate analytical approaches.
  • Ensuring effective execution of technical tasks within the Group while managing staff workload and coverage.
  • Mentoring and coaching your team and ensuring the work is performed in alignment with quality processes for the execution and presentation of analysis.
  • Establishing and promoting a climate conducive to intellectual curiosity, collaboration, growth, productivity, inclusion, integrity, and respect for others.
  • Providing thought leadership and support for analyses focused on the tactical and operational use of existing and new systems and programs to support the warfighter at the Department of Defense (DoD), Service, Combatant Command, and below the Service-level.
  • Working with Program Managers to ensure that potential or existing sponsors issues are addressed with appropriate analytical rigor.
  • Playing an active role in developing opportunities for direct funding for the Group and the Department.
  • Ensuring that members of the Group provide high quality, technically informed analyses, whether in support of NSAMA or other APL mission areas.
  • Leading by example to encourage Group members to maintain close contact with sponsors in DoD, the military services, the Joint staff, other executive departments, and the operating forces in order to develop a sound understanding of operating environments and how they affect the analytic decision space.
  • Developing and maintaining effective working relationships across the Department, Laboratory, and with external sponsors.
  • Providing leadership and coordination of strategic and technical planning efforts for the Group to include: identifying appropriate Group tasks/assignments and leading/coordinating the Group’s support of sectors, departments, and mission areas throughout APL representing the Group in Department and Laboratory strategic planning efforts and as appropriate refining and/or developing the Group’s charter.

Qualifications

You meet our minimum qualifications for the job if you...

  • Have a Master's degree (or higher) in social or hard sciences, or another relevant, professional degree (J.D., etc.).
  • Have at least eight years of relevant experience working within national security analysis.
  • Have at least three years of demonstrated leadership or supervisory level experience.
  • Have demonstrated thought leadership in the analysis of national security concepts and capabilities.
  • Have demonstrated leadership of significant national security related studies and analyses.
  • Are skilled in multiple analytic methods, inter-personal conflict resolution, and conveying analytic results to broad audiences 
  • Hold an active Top Secret security clearance and can ultimately obtain a TS/SCI level clearance. If selected, you will be subject to a government security clearance investigation and must meet the requirements for access to classified information. Eligibility requirements include U.S. citizenship.

 

You'll go above and beyond our minimum requirements if you...

  • Have previous experience at the APL Assistant Group Supervisory level or above, or demonstrated experience in an equivalent leadership role.
  • Have a demonstrated track record of leading and briefing analyses for senior decision-makers.
  • Have established working relationships with key government and military officials in the Office of the Secretary of Defense, the Joint Staff, the military services, and other executive departments and agencies charged with overseeing policy and concept development in support of national security, space, and health.
