Job Description
The People and Culture & Global HR (PCHR) Generalist is skilled and passionate about supporting the full Employee Life Cycle inclusive of Total Rewards, Retention, Talent Acquisition and Operations. In this capacity, they will create and maintain collaborative partnerships across HR spaces to deliver value-added services of PCHR to all employees that enhances the business objectives of Oxfam America. Their responsibilities encompass nurturing talent in alignment with Oxfam America’s policies and key processes and actively contribute to critical activities that improve and enhance the employee experience, making our organization a better place to work/employer of choice.
PRIMARY RESPONSIBILITIES
- Actively manage and support employee data reporting and filing such as EEO data, ACA, 5500 forms health & welfare compliances, data integrity initiatives, highlight and communicate trends or discrepancies for resolution with HR Strategists and other HR team members to impact strategy and action.
- Partner in the creation, implementation, presentation, and assessment of PCHR department initiatives, wellness programs, educational and professional development programs, policies, procedures, and systems.
- Partner with the PCHR Strategists on the creation of job families, lead the job evaluations process and manage the compensation and benefits benchmark surveys; support the work of reviewing job duties and refining job descriptions.
- Partner with PCHR Strategist in the benefits administration and management to:
- Support annual vendor renewals, benefits open enrollments in coordination with ADP and benefits brokers, and manage vendor invoices processing and any discrepancy resolution.
- Act as liaison with benefits brokers on behalf of staff’s benefits issues.
- Assist and support the compliance and administrative processing and review of FMLA requests and other Leave of Absence (LOA) documentation in partnership with Third Party Administrators (TPA) and insurance carriers.
- Support implementation of the leave of absence system, communication, training, and logistics.
- Ensure accurate benefits data and collaborating with benefits brokers.
- Assist scheduled retirement and benefits audits and completion of findings.
- Manage creation and distribution of total compensation letters.
- Prepare and facilitate meetings designed with the objective of providing employees with information and enhancing their understanding of the organization’s benefits and related incentive programs in partnership with Third Party Administrators (TPA).
- Manage state(s) unemployment benefits claims.
- Serve as back-up to the Performance evaluation program administrator, as needed.
- Maintains and ensure compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Function as intermediary support for HR team members with third-party providers and as system administrator on key systems.
- Proactively support training and coordinate timely updates to policies and documentation of procedures.
- Liaise with Technology Information Management (TIM) team to support PCHR team with maintaining/running monthly reports, creating and maintain dashboards, HR Analytics and internal HR Audits.
- Demonstrate ownership mindset in being accountable for delivering solutions to address opportunities identified.
- Participate and contribute to Union related matters, as needed.
- Assist in the Collective Bargaining Agreement compliance, process, and future negotiations.
- Collaborate in providing guidance, counsel, and instruction to management and staff on the interpretation, understanding, administration and enforcement of HR policies and procedures, as well as collective bargaining agreements.

Qualifications
EDUCATION
Advanced degree in human resources/business administration; or equivalent combination of education and experience.
EXPERIENCE AND CORE COMPETENCIES
- 4-6 years of human resources experience with progressively increasing responsibility, preferably in a non-profit and unionized environment.
- Successful work experience as People and Culture Human Resources Generalist, or other HR position.
- Strong working knowledge of HR functions and procedures (e.g., pay and benefits, recruitment, training, and development).
- Ability to maintain composure, collaboration, and confidentiality. Knowledge of national benefits and applicable laws.
- Exceptional organizational and time-management skills.
- Outstanding verbal and written communication and interpersonal skills.
- Aptitude for critical thinking, problem-solving skills, and decision making.
- Strength of character, ethics, and commitment, and reliability.
- Superior attention to detail.
- Proven track record of maintaining employee confidentiality and consistent discretion.
- Able to work under pressure with strict deadlines, ability to pivot often and be agile.
- Commitment to staying current on best practices, and the understanding of labor laws and disciplinary procedures.
- Proficient in Microsoft Office Suite, knowledge of HRIS systems and functionality.
- Strong ability to create reports, analyze data, and work with dashboards.
- Proven ability to deliver results and prioritize tasks in a fast-moving, dynamic environment.
- Self-starter, comfortable working in a remote or hybrid working environment.
- Working knowledge of federal, state, and local employment laws and regulations.
PREFERRED QUALIFICATIONS
- Union experience strongly preferred.
- Project management experience desired
- HR Credentials (HRCI -PHR, SHRM-CP or SHRM-SCP and CEBS professional designations) desired.
COORDINATES WITH
Oxfam America (OUS) US-based and global staff, managers, and other external stakeholders, and third-party providers.
Hiring range: $75,000- $82,000
