POSITION: Director of Adult Education and Literacy – Full-Time – Lufkin

EMPLOYMENT DATE: Until Filled

QUALIFICATIONS:

Required:

· Bachelor’s degree from an accredited college or university in Adult Education, Business or a Business-related field, or Education.

· Three years’ experience in project management or a closely related field.

· Experience managing budgets and/or accounting experience.

Preferred:

· Master’s degree in Adult Education, Education, Business, or a related field.

· Working knowledge of federal or state grant program administration policies, procedures, and practices.

· Experience administering state or federal programs of Adult Education and Literacy.

· Governmental or Higher Education Experience.

· Texas Teacher Certification.

· Experience in grant management, reporting, instructional leadership, budget management, and community partnerships.

· Bilingual (Spanish).

JOB DESCRIPTION:

The position will report directly to the Chair of Continuing Education and functionally to the Director of Grants and Sponsored Programs for job responsibilities and other College related activities as outlined in the Policies and Procedures Manual. Essential duties include but are not limited to the following:

· Manage the Adult Education and Literacy (AEL) grant (estimated at $1 million annually) in a manner that demonstrates a commitment to the mission of the college;

· In keeping with college and grant requirements, design, implement, support, evaluate, and continually improve the delivery of grant services at program sites throughout the service area;

· Serve as the primary contact for the Texas Workforce Commission, the managing agency of the grant;

· Provide leadership in the development of department goals and objectives. Set and support program and staff performance goals;

· Supervise, monitor, coordinate, and assess all AEL program activities. Oversee and document the professional development of AEL employees in keeping with grant requirements;

· Develop and manage the annual budget for the AEL grant and ensure all costs are within approved grant guidelines and OMB cost principles;

· Prepare required grant programmatic and financial reports to analyze monthly, quarterly, and annual progress and routinely review grant expenditures, or as required by TWC;

· Assist auditors performing grant-related programmatic and financial audits or monitoring visits and respond to agencies requesting information for desk reviews;

· Stay informed on grant reporting requirements and make recommendations to address any changes or additions to the program;

· Provide oversight of grant-approved sub-recipients;

· Coordinate with departments across campus to ensure grant-funded support services are available to students and administered according to the grant guidelines;

· Maintain the grants equipment inventory report and conduct annual inventory verifications;

· Recruit, train, supervise, motivate, and retain competent staff and teachers;

· Implement and evaluate a strategic recruitment plan to target populations in coordination with college recruitment efforts to increase participation in adult education programs. Develop and maintain partnerships with individuals and groups in the community to promote program success throughout the service area;

· In coordination with grant management personnel, ensure adherence to grant requirements for securing funds and managing the fiscal budget;

· Submit program reports in keeping with college, state, and federal requirements; and

· Ensure the secure collection, submission, maintenance, and/or procurement of program data, supplies, and equipment.

CONTRACT & SALARY:

$60,000.00 per year, in addition to excellent employee benefits. Proof of identity and eligibility to work in the United States must be verified for the successful candidate.
